Brian M. Garcia is a transactional attorney with substantial experience in complex domestic and international mergers and acquisitions with approximately 20 years of experience in the field. Prior to joining the founding the Regional Center, Mr. Garcia was a partner in the international law firm Holland & Knight, LLP, one of the largest law firms in the world. Mr. Garcia was a member of the firm’s International and Cross Border Transactions Group, where he represented some of the largest domestic and international institutions. As part of Mr. Garcia’s international practice, he headed the firm’s business immigration and compliance practice.

Mr. Garcia’s corporate and international experience focuses on matters in a variety of business sectors and industries. Mr. Garcia’s corporate practice also includes joint venture transactions, financing transactions, strategic alliance and licensing agreements, outsourcing agreements, venture capital, private equity and other private placements, among others. Mr. Garcia has extensive experience and is familiar with the legal systems, cultures and business practices of Latin America, Europe and Asia. Mr. Garcia advises clients on diverse market issues and assists in the evaluation and implementation of business strategies, establishment of local operations, corporate compliance policies and various operational, local and regulatory monitoring programs both in the U.S. and abroad. Mr. Garcia also has extensive experience advising domestic and international institutions with the establishment of or relocation of corporate offices and personnel within the U.S. and the receipt of State and municipal tax incentives and grants and works regularly with State and county economic development agencies in this regard.

As the head of the firm’s business immigration and compliance practice group, Mr. Garcia provides strategic immigration planning for the international relocation of personnel from and into the United States. Mr. Garcia advises international organizations, non-profits and businesses in obtaining immigrant and non-immigrant visas in all categories and professions. Mr. Garcia advises clients on the immigration effects of corporate restructuring, mergers and acquisitions, relocations and implements strategies to ensure immigration compliance. Mr. Garcia also advises clients on immigration compliance and I-9 employment verification issues and has represented clients with audits before the Department of Homeland Security (ICE) and the Department of Labor. Mr. Garcia has also developed immigration compliance programs and performed numerous I-9 audits on behalf of clients and their sub-contractors and has acted as an immigration compliance auditor on behalf of domestic and international organizations. Mr. Garcia is widely recognized as a leading practitioner in the field and has substantial experience in the highly specialized area of EB-5 visas. Mr. Garcia’s expertise in this area ranges from representing individual investors in obtaining EB-5 visas, and counseling U.S. businesses in the development of investment opportunities designed to qualify for the EB-5 visa as well as applying for and maintaining Regional Center designation for the pooling and managing of foreign direct investments. Mr. Garcia is a founder and Managing Director of the Regional Center of South Florida, LLC, which received regional center designation in December 2009.

Mr. Garcia was born and raised in the Republic of Panama and received his Juris Doctor from Tulane University Law School and his Bachelors of Science degree from the American University. In addition to his studies in the U.S., Mr. Garcia attended the Universidad de Belgrano in Buenos Aires, Argentina. Mr. Garcia acted as an immigration advisor to two Presidential and Vice Presidential transition teams and is a frequent lecturer and author on corporate and immigration issues and has been published in numerous professional and Hispanic periodicals.

Throughout his career, Mr. Garcia has received the highest ratings from client and peer review groups alike. Mr. Garcia is AV rated, the highest rating from Martindale Hubbell and received the top rating for immigration attorneys in Florida from 2006 to 2010 from Chambers USA published by the world’s leading peer review organization. Mr. Garcia recently received a Meritorious Public Service award from The Florida Bar in recognition and appreciation of meritorious service to the public and the legal profession in Florida in his capacity as Chairman and Vice-Chairman of the Florida Bar Grievance Committees for the 11th Judicial Circuit which investigates and rules upon ethical violations of professional conduct imposed by the Supreme Court of Florida.
